Question 1

What is off-plan property in Dubai?

Accepted Answer

Off-plan property is real estate purchased directly from a developer before or during construction. In Dubai, off-plan projects typically offer lower launch prices, flexible payment plans of 3-7 years, and higher capital appreciation potential by handover compared to ready properties.

Question 2

Is buying off-plan property in Dubai safe?

Accepted Answer

Yes. Dubai's off-plan market is regulated by the Real Estate Regulatory Agency (RERA) under the Dubai Land Department. Developers must escrow buyer payments and can only access funds as construction milestones are met, protecting purchasers if a project is delayed or cancelled.

Question 3

Can foreigners buy property in Dubai?

Accepted Answer

Yes. Foreign nationals can buy freehold property in designated areas across Dubai including Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay, Jumeirah Village Circle, and many others. There is no requirement to be a resident.

Question 4

What is the minimum investment to buy off-plan property in Dubai?

Accepted Answer

Entry-level off-plan apartments in Dubai start from approximately AED 500,000 to AED 800,000. The Golden Visa threshold starts from AED 2,000,000 in property value.

Question 5

How do off-plan payment plans work?

Accepted Answer

Most Dubai developers offer instalment-based payment plans tied to construction milestones. Common structures include a 10-20% booking deposit, monthly or quarterly payments during construction, and a final payment on handover. Post-handover payment plans of 2-5 years are also available from select developers.

Question 6

Can I get UAE residency by buying property in Dubai?

Accepted Answer

Yes. Purchasing property worth AED 750,000 or more qualifies you for a 2-year UAE investor visa. Purchasing AED 2,000,000 or more in ready or off-plan property qualifies you for the 10-year UAE Golden Visa.

Question 7

What fees do I pay when buying property in Dubai?

Accepted Answer

Typical buyer fees include: 4% Dubai Land Department (DLD) transfer fee, AED 4,000 in DLD admin fees, 2% real estate agent commission (usually), and for off-plan purchases, Oqood registration of approximately AED 3,010. Total additional costs typically range from 5-7% of the purchase price.

Question 8

When will I receive the keys to my off-plan property?

Accepted Answer

Handover dates are set by the developer and outlined in the Sale and Purchase Agreement (SPA). Most off-plan projects in Dubai have a 2-4 year construction period. Delays of 6-12 months beyond the stated handover date are common, which is why RERA escrow protections are important.

Question 9

What is Oqood registration in Dubai?

Accepted Answer

Oqood is the DLD's off-plan property registration system. When you buy an off-plan unit, your purchase is registered through Oqood, giving you legal title to the unit even before construction completes. The registration fee is approximately AED 3,010.

Question 10

What is the difference between freehold and leasehold in Dubai?

Accepted Answer

Freehold means you own the property and the land in perpetuity. Leasehold means you own the property for a set period, typically 99 years, after which ownership may revert to the landowner. Foreign buyers can only purchase freehold in designated freehold zones.

Question 11

Can non-residents get a mortgage in Dubai?

Accepted Answer

Yes. Non-resident foreigners can obtain mortgages from UAE banks, though the maximum loan-to-value is typically 50-60% of the property value compared to 80% for UAE residents. Interest rates and eligibility criteria vary by lender.

Question 12

What are the average rental yields in Dubai?

Accepted Answer

Dubai offers some of the highest rental yields of any global city, averaging 6-9% gross annually depending on location and property type. Areas like Jumeirah Village Circle, Business Bay, and Dubai Sports City typically offer the highest yields.

Question 13

What is Ejari and do I need to register?

Accepted Answer

Ejari is the DLD's tenancy contract registration system. All rental agreements in Dubai must be registered through Ejari for the contract to be legally enforceable. Tenants also need an Ejari certificate to set up utilities with DEWA and to apply for a UAE visa in some cases.

Question 14

Can I resell my off-plan property before handover?

Accepted Answer

Yes, this is called a resale or assignment. You can resell an off-plan unit before handover, subject to the developer's approval and the terms in your SPA. Some developers charge an NOC or assignment fee. The buyer takes over your payment plan obligations.

Question 15

What service charges apply to Dubai properties?

Accepted Answer

Service charges (also called maintenance fees) cover common area upkeep, security, and building services. They are set by the DLD and the building's management company, and are charged annually per square foot. Rates typically range from AED 8-30 per sq ft per year depending on the community and amenities.
