BKB Signature Properties is a RERA-certified real estate brokerage headquartered in Business Bay, Dubai, that works with investors from the UAE, India, Pakistan, the UK and the wider Gulf. Under AED 1.5 million is where most first investments in Dubai are made, and it is also where the market has changed most this year. This guide lists projects you can actually buy in that budget at current developer pricing, the communities worth holding them in, the returns the 2026 data supports, and the fees that decide whether the numbers work. What Changed in Dubai's Off-Plan Market in 2026 Three facts set the context for any purchase at this price point. Off-plan now dominates the market. In the first half of 2026, off-plan accounted for about 73.8 percent of residential transaction volume, roughly 60,425 deals, and 74.5 percent of value at around AED 168.2 billion, according to analysis of Dubai Land Department data by Reliant Surveyors. But launches have collapsed. Cushman & Wakefield Core recorded apartment launches down about 58 percent year on year in H1 2026 and villa launches down about 78 percent. Developers are selling existing inventory rather than flooding the market with new towers. And a record handover wave is landing. Roughly 55,600 units are due for completion in 2026, the highest since 2008, with more than 60,000 expected in 2027. Cavendish Maxwell recorded 24,800 completions in H1 2026 alone, up 38 percent year on year. The result is a flat pricing environment rather than a rising one. Apartment prices moved from about AED 1,852.8 per square foot at the end of 2025 to roughly AED 1,790.8 by June 2026. The honest investment case under AED 1.5 million in 2026 is rental yield, not resale appreciation. Off-Plan Projects Under AED 1.5M in 2026 Every price below comes from the developer's own website as published in September 2026, not from a portal listing. Starting prices change as phases sell, so confirm before you reserve. Where a handover date or payment plan says "not published", the developer genuinely does not publish it on the project page, and any date you see quoted on a portal for those projects is unverified. And Breez is quoted from AED 1.25 million on its project page but AED 1.4 million elsewhere on the same developer's site, so treat the entry price as something to confirm in writing at booking. Where the Returns Actually Are Gross rental yields in the affordable belt, from Bayut's H1 2026 report, which is based on advertised prices and rents: Discovery Gardens: about 9.06 percent International City: about 8.79 percent Dubai Silicon Oasis: about 8.23 percent Dubai Sports City: about 8.12 percent Jumeirah Village Circle: about 7.15 percent Arjan: about 7.10 percent Yields measured from registered contracts rather than asking prices come out lower, around 6.9 to 7.15 percent for apartments citywide, so treat the figures above as the top of the range. Now compare that with what prices did in the same period: Dubai South apartments: about AED 1,190 per square foot, up about 3.27 percent Arjan: about AED 1,517 per square foot, broadly stable Dubai Sports City: about AED 1,083 per square foot, limited movement Jumeirah Village Circle: about AED 1,470 per square foot, down about 2.06 percent That last line matters. JVC is the busiest community in Dubai by transaction volume and carries several of the projects in the table above, but its apartment prices softened in the first half of 2026 while it also carries one of the heaviest handover pipelines in the city. It is a strong rental community and a weak flip market right now. Dubai South is the one community in this budget where the yield and the price trend both point the same way, helped by the Al Maktoum International Airport expansion, although its full phase-one opening is scheduled for 2032, so that is a long-horizon argument rather than a 2027 one. What You Actually Pay Beyond the Price DLD registration: 4 percent. Legally 2 percent buyer and 2 percent seller, plus AED 10 knowledge and AED 10 innovation fees, with a separate AED 1,000 developer self-registration fee. In practice the contract passes the full 4 percent to the buyer. Developer "DLD fee waiver" offers are time-limited promotions, not an entitlement. Oqood registration. Your off-plan unit is recorded on Oqood, the Dubai Land Department's interim register, and converts to a title deed at handover without a second 4 percent charge. Broker-quoted Oqood admin fees of several thousand dirhams have no published basis, so ask for any such charge in writing. Booking deposit: normally 10 to 20 percent. A "1 percent plan" refers to the monthly instalment, not the booking amount. You still need the booking deposit up front. Mortgage: capped at 50 percent. Under UAE Central Bank Circular No. 31/2013, bank finance on off-plan property is limited to 50 percent of value, for every buyer regardless of nationality. Most purchases in this budget are therefore funded from the payment plan rather than a mortgage. Our comparison of off-plan payment plans in Dubai works through the structures in detail. Escrow protection. Under Dubai Law No. 8 of 2007, every off-plan project must hold buyer funds in a RERA-supervised escrow account, released against verified construction progress, with 5 percent retained until a year after the unit is registered. Pay into the project escrow account only, never to an individual. A Worked Example at AED 900,000 Take a one-bedroom at AED 900,000 in Al Furjan on a 0.5 percent monthly plan: Booking and initial payment at 20 percent: AED 180,000 Monthly instalment at 0.5 percent: AED 4,500 DLD and registration at 4 percent: AED 36,000, payable at registration and not financeable Cash needed in year one: roughly AED 270,000 At handover, if the unit lets at Al Furjan's market level, the rent services the remaining plan comfortably at the community's current yield band. What it will not reliably do in 2026 is sell for materially more than you paid before completion, which is the assumption most off-plan marketing still leans on. Choosing Between These Projects Three filters do most of the work at this budget. Developer delivery record before price. Average handover delays run several months across the market and longer among smaller developers. A slightly higher price from a developer that delivers on time is usually the cheaper purchase. Handover timing against the supply wave. A 2027 handover lands in the middle of a record completion cycle in an apartment-heavy market. A 2028 or 2029 handover gives that supply time to absorb. The community's tenant pool, not its brochure. Dubai Silicon Oasis, Dubai Sports City and Discovery Gardens hold tenants because of universities, schools, offices and affordability. That is what pays the yield. If you want the fuller comparison against completed stock, our guide to buying ready property in Dubai covers the prices, fees and mortgage rules on the other side of the choice, and our guide to properties for rent in Dubai shows what the rental market is doing right now. A Common Pattern Among Investors at This Budget A pattern we see often: an investor picks the lowest headline price on a 1 percent monthly plan, assumes the unit will be worth 20 percent more at handover, and plans to sell before completion. In 2026 that exit is harder than it was. Launch volumes are down, completions are at a post-2008 high, and affordable-belt prices are flat to slightly negative. The investors doing well at this level are the ones who bought for the rent, checked the escrow account and the developer's delivery record before paying anything, and treated any capital gain as a bonus rather than the plan. Key Takeaways Off-plan made up roughly 74 percent of Dubai's residential transactions in H1 2026, but launches fell sharply and about 55,600 completions are due this year, the most since 2008, which has left prices in the affordable belt flat to slightly down. Under AED 1.5 million you can currently buy from AED 585,000 in Majan, AED 599,000 in Dubai South and under AED 1 million in Dubai Silicon Oasis, Dubai Sports City, Al Furjan, Arjan and Al Warsan, mostly on 1 percent or 0.5 percent monthly plans. The returns case rests on yield, with Discovery Gardens, International City, Dubai Silicon Oasis and Dubai Sports City leading. Budget the 4 percent DLD fee in cash, remember bank finance on off-plan is capped at 50 percent, and pay only into the project's escrow account.
